complete novice with this

hi guys iv just bought a cable from ebay as iv been havin trouble with my 1.9 jtd 2000 reg punto,, can any1 help me as what to do as iv tried an all i get it is no responce from ecu all the time iv done that stuff where you have to change the com number an still cant get it to read iv noticed some stuff about moving pins? any1 help me please really stuck /...thanks for any help in advance
