Fiat ECU Scan don't connect no ECU response

I buy a KKL Cable, connect pin 3 to pin 7 but it can not connect to the airbag ECU alfa romeo 1.8 MY 98 :?

I debug FES using arduino prototyping board it seem that the software doesn't send data to the Airbag ECU a wakeup signal why? :roll:

Do not make short circuit between pin 3 and pin 7. You have to disconnect a wire from pin 7 and connect it to pin 3
