Desired boost pressure value?

I'm logging my Giulietta 1.4 turbo(120hp) trying to sort out some boost fluctuations. When I logged the "desired boost pressure" for comparison with the actual boost pressure I think it seems odd that desired pressure are way higher than actual pressure, like 3000mBar higher!? And still the turbo actuator command goes no higher than 55%..
Is this some kind of bug, or what I´m I not getting?

3000mBar is way to much, probally a faulty sensor or wiring. But you should get an error code in the engine ecu.
