Program Panda remote key

I've been trying to program my Panda remote locking key. I've been through the procedure for my model several times and, while the key works in the ignition and starts the car, I can't get it to remotely lock/unlock. Any ideas?
P.S I know my equipment works as I can connect to the car and use actuators via laptop e.g lock doors, turn indicators on/off etc etc.
