Lots of information to be able to read OBD from Alfa Romeo Giulietta 2.0 JTDm 2,0 2016.
If I understand i correctly, I need 1 ELM 327 v1.3 or newer, and 1 adapter cable 3?
What is OBDKey C19?

Yes , you need an ELM or a OBDkey Interface
an also the yellow Adapter with you change the CAN Bus Pins of 1/9
