Fiat Punto power steering and MES

I tried to connect my ELM-327 to Delphi Electric Steering in my Fiat Punto 1.2 8V '03 mk2 but it says that "ELM 327->ECU Connection failed!". I have V1.5 ELM-327 cable and I use Prolific 3.3.2.102 [24.9.2008] drivers in my Windows 8.1. When I test my interface in MES it says "This interface is compatible with ELM 327 1.4! Should connect properly with all CAN modules." but only module I can connect is engine. Where is the problem?
