Throttle Displaying 91.6 or 6537 Degrees

Hi
I bought MES as I have a few Fiats and I am trying to use it to identify where the problem is on a Fiat Panda 1.2 DuoLogic. Basically, the car starts and idles BUT does not rev when pressing the accelerator.
When I connected MES, I get the 'gas pedal' showing movement as a percentage but the 'Throttle Position' is showing fixed at 91.6 degrees and on other tests, it shows as 6537 degrees? So is this a throttle positioning sensor problem or an ECU problem?
The TPS is on the throttle body and the previous owner replaced it with a used one. I have tried both on the car and get the same readings from both.
Any help would be appreciated.
