No creditcard, No licence?

I have no creditcard, and i'm not planning to take one soon. Is it possible to buy a licence whithout a creditcard. There is a function whith paypal that you can pay with your bank account, is that possible? In holland it is...

If you have funds in your PayPal account, it will usually default to using the PayPal balance when you send a payment, before resorting to other payment methods.
So if you've linked your bank account to PayPal, load some funds in first. Once they've cleared into your account, trying paying.
