Program don't recognize COM port

In my pc program says "COM3 don't exist". How can i solve it?

IN my case, I first installed osoftwer accompanying the interface, choose com3 port speed and 38400, connected the ELM327 v1.4, connects and disconnects three times with an interval of 5 seconds, then open the progama in my case it scantol-net recognized the door, but the interface deveve be fed there and I opened FIATECUSCA, configure, and works without problem, but should always connect the interface twice before plugging in the car.
