What controls you can not connect?
When I check that board, has not your ELM CAN bus problem

Hi Alfaeddy,
Could you please confirm that if i remove the R04 Resistor i will be able to connect to the Engine Ecu and Can Bus Ecu ?
Diagnostic Connector :- ELM 327 V1.6 (Dated 2012/7/16).
Software :- Multiecuscan.
Car :- Fiat Stilo Abarth.

What engine does your Stilo Abarth?
Which year?
Is the ever support of Multiecuscan?
For access to your engine control unit you should also not remove R04 can
This interface we have often in this thread
Then your image is very bad!
But I have highlighted the relevant resistor red
Remove the R04 and your ELM should be able to read CAN bus
