For VW, Audi, Seat & Skoda group you need VAG COM KKL 409.1 interface or VCDS 11.11 (or newer) interface or VAS 5054a (with VAS PC or ODIS software) interface. Search on eBay and you will find a lot of clone interfaces. Keep in mind that you can buy also originals but they are expensive.
For Ford you need ELM 327 interface (USB version) and software from this web site:
http://www.forscan.org/.

What problem you have while reading your 147?
In addition, this resistor (red marked) be removed if you can not produce a CAN connection
This interface has been repeatedly described here

Hi, I have the same problem connecting to the SERVICE with the Lancia Ypsilon '06 1.3 (MES 1.3 registered & elm327 v. 1.5, connection engine ok):

Hi
Unfortunately, there are no other possibility for you,
Open the ELM and find this bridge resistor and remove
This ELM we had several times already but here you have to look yourself
set or an image.

Hello
Take now please a multimeter to pin 6 and pin 14 and measure the resistor between two pins
Then you can measure whether a bridge resistor is present.
