The problem with most of the Chinese ELM 1.5 interfaces is that they actually have ELM software version 1.2 inside.
The requirement for ELM 1.3 or higher is for genuine ELM interfaces. The Chinese clones come in various versions (1.4a, 1.5, 1.5a, 2.0, 2.1) which are not related to the actual version of the copied ELM software.

The 1.2 on the PCB is just the version of the circuit board, not the ELM itself.

Try opening hyperterminal in windows (start > run > hypertrm)
- Start a new connection and choose to connect to the COM port it is installed on
- Set bits per second to 9600 and flow control to none, then click ok
- If it manages to connect to the interface and opens an empty text box, type "ATZ"
- The ELM327 chip will then return its internal software version
