com port 3 acces denied

I bought a Vag -com cable here

I've installed the TDI driver on port com3 and set the' parameters as shown on the howto.
for windows (vista32 familial edtion) drivers work good.
But when I plugged it on my alfa 156 1.8 TS 1997, launch FES and then test the Viag-com on com3 I have a message : port com3 access denied. even if I change for port 4, 5 or other (both driver and FES) I have the same issue !
I've spent a lot of time on the net and did' nt find any answer.
Do you thnik it comes from the cable or do I forgot something in the installation?

ps: yes, I know, it's a very low cost cable but the seller is really honnest

the cost makes no point
I paid 10 or 15€ for mine and it's working just fine!

did it come with a driver cd?
If yes, did you try drivers on that cd?
Sometimes it works better with it then with genuine ftdi drivers.

last question,
did you try the cable plugged AND with dashboard turned on?
