ya i use 3 pin connector, with elm327-usb v3.0 , and on program all programs result " No Ecu responde "

Hi,sry, i have fiat panda 92' , i try connect cable elm327 version 1.4b with adaptor 3 pin, with all programs not working not responde Ecu, i need for setting minimun rpm engine.
